Issuing is granted after a check

Three steps. 1: register the organisation; a Verisia administrator checks it and makes the account you create its administrator. 2: choose what it will issue; a Verisia administrator grants those credential types. 3: name who reviews and issues each type, then issue. Each decision is taken by one Verisia administrator, never by the person who applied.
